In the next three months, Bihar will launch an online sand purchasing system allowing residents to order sand from the comfort of their homes. If the sand quality is unsatisfactory, it can be returned. The process, set to be managed by Bihar State Mining Corporation Limited (BSMCL) under the Department of Mines and Geology, aims to provide good quality sand at reasonable prices. This initiative was announced by Deputy Chief Minister and Mines and Geology Minister Vijay Kumar Sinha and Additional Chief Secretary Mihir Kumar Singh during the inauguration of the new Command and Control Center aimed at curbing illegal sand mining, transportation, and sale.
Total of 891 Sand Ghats in Bihar
The Deputy CM revealed that there are 891 sand ghats in Bihar, comprising 488 yellow sand ghats and 403 white sand ghats. As of now, sand mining is halted from June 15 to October 15. During this period, district magistrates have been instructed to strictly prevent illegal mining. Adequate sand has been stored for the four-month halt, which can be sold by K-license holders. Sinha also announced a meeting with district mining officers to discuss actions against illegal mining, K-license regulations, and storage issues.
Doubling Revenue Target
The Deputy CM emphasized that strict actions will be taken against persistent sand mafia within four months. The government aims to double its revenue this year and is drafting new regulations to streamline the process. A helpline (0612-2215360) will operate 24/7 for reporting illegal mining, and CCTV installation at ghats is mandatory. Legal actions, including 6095 raids, 3462 vehicle seizures, 832 FIRs, 375 arrests, and the collection of Rs 43.44 crore in fines, have been taken against illegal mining in FY 2024-25.
Red Stripes on Mineral Vehicles
From July 1, vehicles carrying minor minerals will feature 20-inch wide red stripes. Details of e-challans issued by NIC for leaseholders have been public for two months. Informers of illegal mining will be rewarded, with anonymity maintained.
Rewards for Seizing Illegal Sand Vehicles
Additional Chief Secretary Mihir Kumar Singh announced rewards for information leading to the seizure of illegally sand-laden vehicles: Rs 5000 for tractors and Rs 10000 for trucks. Recent actions include fines of Rs 1.5 crore on 44 overloaded vehicles in Bhojpur and FIRs on 46 vehicles in Munger, with the case handed over to EOU.
Upcoming Tenders for Mining Blocks
Next month, tenders will be issued for mining agencies to begin operations in three state and one central government blocks. The state blocks include two magnetite (iron ore) blocks in Jamui and one limestone block in Rohtas.
