The Education Department has unveiled the recruitment and service rules for over 40,000 headmaster positions. According to these regulations, candidates will have the opportunity to appear for the headmaster exam a maximum of three times during their entire service period. The announcement includes details of the Bihar Primary School Headmaster Recruitment and Service Rules 2024.
Selection Process and Curriculum Preparation by BPSC:
The appointment of headmasters for primary schools will be through direct recruitment, and the Bihar Public Service Commission (BPSC) will determine the curriculum. The administrative department’s consultation will guide the setting of the syllabus, examination organization, question paper formulation, assessment of answer sheets, and publication of exam results. BPSC will also define the examination pattern through consultation with the department.
Exam Cut-off Marks Determined in Consultation with the Commission:
The Education Department, in consultation with the Commission, will set the cut-off marks for the examination. The criteria for eligibility and availability of vacancies will determine promotions through the examination for headmasters. However, teachers absorbed under the Bihar Initial School Teacher Recruitment Rules 2018 will not be compelled to participate in this examination. They can become eligible for promotion based on eligibility and vacancy availability.
Transferable Position for Headmasters:
As per the rules, the appointment of headmasters will be through the examination process. However, teachers covered under the Bihar Nationalized Initial School Teacher Rules 2018 will no longer be obliged to participate in this examination. They can become teachers through promotion based on eligibility and vacancy availability. The position of headmaster will be transferable, allowing the Primary Education Director to facilitate transfers upon the headmaster’s request. A headmaster can exercise this option only twice during their entire service tenure. The salary of headmasters will be determined in consultation with the Finance Department.
