In a significant judicial development, the Punjab and Haryana High Court has invalidated Haryana’s legislation mandating 75% reservation in private sector jobs for residents of the state. The verdict, delivered by Justices G S Sandhawalia and Harpreet Kaur Jeewan, declared the Haryana State Employment of Local Candidates Act, 2020 unconstitutional, citing violations of Articles 14 and 19 of the Indian Constitution. The legislation, effective from January 15, 2022, covered jobs with a maximum gross monthly salary or wages up to ₹30,000, impacting private sector entities employing 10 or more individuals in Haryana.
