In a compelling address at the UNSC Open Debate on Small Arms, Ruchira Kamboj, India’s Permanent Representative to the United Nations, delivered a passionate call for international cooperation to combat terrorism and the illicit arms trade. Kamboj urged the UN to adopt a zero-tolerance policy towards terror groups and their backers, underlining the pivotal role of illicit arms trafficking in perpetuating conflicts.

Kamboj articulated the nuanced challenges faced by India, drawing attention to the grave impact of cross-border terrorism. She highlighted instances where terrorist groups, facilitated by the trafficking of illicit weapons – including the use of modern technologies like drones – inflicted considerable harm. The representative stressed the imperative for coordinated efforts among nations to curb the acquisition of small arms and light weapons by these actors.

During her address, Kamboj emphasized that the global community must exercise vigilance in identifying diversion points and trafficking routes. She advocated for the effective implementation of UN programs and instruments designed to control illicit arms trafficking. Drawing attention to India’s commitment, she cited the country’s strict export controls, including participation in the Wassenaar Arrangement.

In conclusion, Kamboj urged a redoubling of efforts at both national and global levels to strengthen the implementation of the UN program of Action and the international tracing instrument. Her comprehensive statement echoed India’s commitment to fostering a robust global non-proliferation architecture, particularly in the context of small arms and light weapons.
