In a strategic effort to enhance law and order and address communal tensions, the Bihar government has unveiled plans to establish 43 new police sub-divisions. This decision, part of the state home department’s comprehensive measures, aims to strengthen policing capabilities, responding to a directive from Chief Minister Nitish Kumar.
The proposed 43 police sub-divisions will be strategically located in urban areas or district headquarters, offering a targeted approach to handling potential communal incidents. An official from the state home department confirmed that the government has given its approval to the proposal, and it is set to be presented to the cabinet in the near future.
This initiative follows a critical period in March-April 2023 when internet services were suspended in Nalanda, Rohtas, Gaya, and Naugachhia districts due to communal clashes during Ram Navami processions. The disturbances resulted in two fatalities and numerous injuries, including six individuals with bullet wounds.
Each police sub-division will be led by a Deputy Superintendent of Police (DSP)-rank officer. The decision comes against the backdrop of challenges in investigation procedures and pending cases. The primary objective is to address the substantial backlog of cases and alleviate the workload on existing law enforcement structures.
Currently, the state boasts 117 sub-divisions, inclusive of 12 rail sub-divisions. Additionally, the state government had previously introduced positions for Additional Sub-Divisional Police Officers (ASDPOs), though appointments to these positions are yet to be finalized. In July 2019, the state government had identified 43 sub-divisions as “sensitive.”
Out of the total 3.5 lakh FIRs registered in the state, Patna alone accounts for over 48,000 FIRs annually. Presently, more than 3 lakh cases await investigation or supervision.
“The proposed police sub-division areas account for 60% of the FIRs lodged, while they register 70% of the communal incidents. As per the national average, the areas have around four times higher workload,” stated the official.
This proactive approach by the Bihar government underscores its commitment to maintaining public safety and addressing potential flashpoints, setting a precedent for comprehensive law enforcement strategies.
