Bihar Land Records Management Society is set to digitize land records to curb land frauds

The Bihar Land Records Management Society is set to digitize land records directly through the Department of Revenue and Land Reforms. This move aims to bring transparency to land transactions, enabling verification of authenticity during property transactions. Additionally, non-agricultural land conversions will also be handled online, facilitated by the development of an Integrated Land Records Management System. This system, linked to banking services, ensures secure transactions, similar to banking operations.

The Bihar Land Records Management Society will oversee the management of this initiative, allowing for online submission and withdrawal, online land lease payments, upgrading surveys, and Aadhaar seeding. The fourth Agriculture Road Map has granted approval for the creation of software to support this venture, with annual maintenance requirements.

Online access and download options for documents, such as online possession certificates, land survey maps, and all revenue records, will be provided. Information on court cases, land acquisition proceedings, and other related orders will also be accessible online. The system will be integrated with other departments through online land mapping and application programming interfaces.

The estimated cost for the maintenance of the Integrated Land Records Management System is INR 29.90 crores over five years. Approval has been granted for an expenditure of INR 1622.50 lakhs in 2023-24 and an annual expenditure of INR 324.50 lakhs from 2024 to 2028. According to department officials, the implementation of this system is expected to reduce discrepancies in 90% of land transactions, addressing the major challenge of fraudulent documentation in land dealings.
