New Delhi, In a significant ruling, the Patna High Court has declared that individuals holding a Bachelor of Education (B.Ed) degree are not eligible for primary school teaching positions in Bihar. The division bench, comprising Chief Justice K Vinod Chandran and Justice Rajiv Roy, emphasized that only Diploma in Elementary Education (D.El.Ed) holders would be considered for appointment as primary school teachers.
The court’s decision came in response to writ petitions challenging the National Council of Teacher Education’s (NCTE) notification dated June 28, 2018. The notification had previously stated that individuals with a B.Ed degree were eligible for primary school teaching jobs.
“It goes without saying that the appointments made will have to be reworked,” stated the bench during the hearing of petitions related to primary teacher appointments in 2021 and 2022.
The Supreme Court had recently quashed the NCTE’s 2018 notification, asserting that only individuals with a diploma in elementary education are eligible for primary school teaching positions. The court argued that B.Ed degree holders might lack the necessary pedagogical training and skills required to effectively handle young students.
Over 22,000 teachers who cleared the B.Ed exam for Classes 1 to 5 are expected to face implications due to the Patna High Court’s ruling. These teachers, appointed during the 6th phase of the recruitment process, will no longer be considered eligible for primary school teacher appointments in the state.
The court highlighted the importance of maintaining the quality of education by ensuring that primary teachers possess the specific skills needed for handling students in their initial formative years.
