“Patna: Resolution of land acquisition disputes for NH construction in the state will now be handled by regional commissioners, who will also act as arbitrators. They cannot delegate their power to any other officer for settling land disputes, as per directives from the Revenue and Land Reforms Department. The department has written letters to all stakeholders, district revenue officials, and competent land authorities, emphasizing compliance with the National Highway Act of 1956. The State Attorney General has also issued instructions to adhere to the Act.
Swift Resolution of Land Acquisition Disputes Expected
In numerous cases of land acquisition for NH construction, disputes over land value and other issues between landowners and the government led to delays in over a dozen projects in the state. To expedite the resolution of land acquisition disputes, regional commissioners have been empowered as arbitrators. However, in some cases, regional commissioners have delegated their powers to district revenue officials or arbitrators, leading to non-compliance with regulations. This resulted in delayed compensation distribution and unnecessary project delays, contributing to increased project costs.
Amas-Darbhanga Greenfield Expressway Faces Delays in Land Acquisition
The construction of the Amas-Darbhanga Greenfield Expressway in Munger and Magadh regions is currently facing delays due to complications in land acquisition. The State Attorney General highlighted two cases in a letter to the Chief Secretary, where regional commissioners and arbitrators delegated their powers to other officers for land dispute resolution. Examples include land acquisition for the Munger-Mirzachouki NH in Munger region and the Patna-Gaya-Dobhi NH-83 Forlane construction in Magadh region.”
