In a significant move, the Indian government is mulling over the implementation of more stringent requirements for importers of laptops, servers, and various other IT hardware. Under these potential regulations, importers may be mandated to furnish an international certification as proof of their products’ reliability and trustworthiness. The aim is to ensure that these products originate from reputable sources and are free from security-related concerns that could jeopardize sensitive data. This certification would likely come from a globally recognized organization, responsible for periodic verification of supply chain integrity and absence of spyware or malware.
This decision comes in the wake of a prior announcement by the government regarding import restrictions, which were initially scheduled to be enforced on August 3 but were subsequently postponed to November 1 due to concerns raised by the industry.
Key Features of the New Regulations
The Director General of Foreign Trade (DGFT), Santosh Kumar Saranagi, explained that the new licensing and import authorization system aims to closely monitor the import of these products, ensuring their trustworthiness. Importers will be required to submit detailed information about their imports, exports, and turnover as part of the authorization process. Import requests will be accepted unless certain conditions are not met, with the data being instrumental in the monitoring of incoming shipments.
Following discussions with stakeholders in the industry, minor adjustments have been made to the policy, and an end-to-end online system has been introduced to streamline the import process, as stated by Saranagi.

This announcement is expected to bring relief to IT hardware companies operating in India, as concerns were previously raised over the introduction of strict import licensing regulations.
