Steel ministry begins industry consultations as imports exceed exports

New Delhi/Mumbai, In response to the alarming surge in steel imports surpassing exports, India’s Ministry of Steel has commenced discussions with domestic producers to devise effective strategies. The country, the world’s second-largest steel producer, imported 4.3 million tonnes of steel between April and November this year, while exports stood at 4 million tonnes. Industry executives attribute this trade imbalance to global dumping by Chinese producers, resulting in increased competitiveness of imported steel. The ministry is now exploring measures, including WTO-compliant policies, to address the situation.

Industry executives argue that Chinese producers are flooding international markets with steel due to low demand in China, leading to a decline in global steel prices. This, coupled with higher domestic steel prices, has made Indian steel less competitive globally. The ministry is considering implementing tariff rate quotas and safeguard duties to curb excessive imports. Additionally, discussions involve the elimination of lesser duty rules in antidumping investigations to expedite the process. Despite challenges, experts express optimism as domestic steel prices have gradually declined since late October, narrowing the price difference to around 5% as of December.

International steel prices have seen an uptick since late October, potentially curbing imports and improving India’s export prospects. The steel ministry aims to thoroughly investigate alleged dumping by countries like China, Vietnam, South Korea, and ASEAN nations. The industry’s lobbying efforts to combat unfair trade practices may lead to the implementation of policy measures to protect India’s steel sector.

As the steel ministry engages in consultations with industry stakeholders, the focus remains on balancing the trade dynamics and ensuring the competitiveness of the Indian steel industry on the global stage. The evolving situation calls for strategic measures to address challenges posed by global market dynamics and safeguard the interests of domestic steel producers.
