CISF roped in for Parliament security after Dec 13 security breach

In response to the alarming security breach on December 13, wherein two individuals infiltrated the Lok Sabha and discharged yellow smoke, the Central Industrial Security Force (CISF) is set to assume the “comprehensive security” of the new Parliament building complex. This decision, directed by the Union home ministry, underscores the urgency to fortify the security apparatus after the recent breach.

The CISF, a central armed police force, currently safeguards various central government ministry buildings, civil airports, and the Delhi Metro. In the wake of the breach, a thorough survey of the Parliament building complex has been mandated, aiming to establish a robust deployment of CISF security and fire wing in a comprehensive manner.

A team of experts from the CISF’s government building security unit, responsible for securing central government ministries, along with fire combat and response officers, will conduct the survey in collaboration with officials from the existing Parliament security team. This collaborative effort seeks to address the identified security gaps and enhance the overall protective measures for the Parliament complex.

The incident on December 13 involved two intruders, Sagar Sharma and Manoranjan D, who entered the Lok Sabha during a session and discharged yellow smoke from concealed canisters. The breach raised concerns about the security vulnerabilities, particularly how unauthorized individuals managed to reach the visitors’ gallery and execute such an act.

In a bid to strengthen the security infrastructure, both the new and old Parliament complexes, along with associated buildings, will fall under the comprehensive security cover provided by the CISF. This security framework will integrate existing elements of the Parliament Security Service (PSS), Delhi Police, and the Parliament Duty Group (PDG) of the CRPF.

The breach incident, occurring on the anniversary of the 2001 Parliament attack, exposed critical security shortcomings in the complex. The intruders possessed entry passes signed by BJP MP Prarap Simha, prompting a review of the pass issuance process. The survey will delve into security aspects, including checks on footwear, that were exploited during the breach.
