In a significant breakthrough, the Economic Offences Wing of Delhi Police has successfully apprehended a 38-year-old man, identified as Pradeep Sehrawat, believed to be the mastermind behind an alleged fraud related to the Delhi Development Authority’s (DDA) Land Pooling Policy. The arrest comes following complaints from multiple individuals who were induced to purchase flats under the pretext of the policy.
The complainants, led by Vaibhav Kumar Singh & Ors., detailed their grievances related to Kamp Developers Pvt. Ltd. The company purportedly enticed homebuyers with promises of flats in projects named “The Crystal Residency” and “Eden Height” in L-Zone, Dwarka, covering 10 acres of land.
According to the Economic Offences Wing, an MOU (Memorandum of Understanding) was signed between Kamp Developers and the complainants, facilitated by Pradeep Sehrawat. The MOU outlined the consideration amount, flat details, and assured delivery by 2019. Homebuyers were given the option to receive the entire amount back with a 9% annual interest after three years from the MOU signing.
During the investigation, it was uncovered that despite promises, no development work had commenced on the aforementioned projects. Subsequently, 30 additional complaints were received, all related to the fraudulent practices of Kamp Developers Pvt. Ltd., and were consolidated into the ongoing investigation.
The Land Pooling Policy (LPP), conceptualized by the government in 2013 and notified in 2018, aimed to efficiently develop urban land parcels, returning them to owners after pooling. However, miscreants exploited this initiative since 2018.
The investigation revealed that Kamp Developers Pvt. Ltd. had not received any license or approval from DDA, nor had they submitted any land under the Land Pooling Policy. The project was also not registered with RERA (Real Estate Regulatory Authority). Pradeep Sehrawat, the prime accused, allegedly deceived numerous homebuyers under the pretext of DDA’s Land Pooling Policy.
A dedicated team led by Sub-Inspector Lakhan and HC Subodh, under the supervision of ACP Hari Singh and DCP/EOW Surendra Choudhary, diligently worked on the case. Pradeep Sehrawat, a graduate with a background in electronics and former Intel employee, was arrested on January 5, 2024, after accumulating substantial evidence against him.
