EU’s Chief Diplomat Warns: Migration Poses Potential Dissolving Force

Migration has the potential to become a “dissolving force for the European Union” due to profound cultural disparities among European countries and their longstanding inability to establish a unified policy, cautioned the EU’s most senior diplomat.

Josep Borrell, the EU’s external affairs commissioner, emphasized that while Russia may try to exacerbate migration tensions within Europe, he denied that the war in Ukraine itself was a direct cause of the crisis. Instead, he attributed it to deep-seated issues stemming from conflicts and poverty in countries of origin, persisting for decades.

In an extensive interview with The Guardian, Borrell discussed how the EU had been reshaped by the war and its role in the evolving global landscape. He underscored that European nations had been jolted into reevaluating their defense spending, acknowledging that they had previously relied on the American nuclear umbrella.

Borrell called for increased defense cooperation and swifter decisions regarding the supply of weapons to Ukraine. He defended Ukraine’s counteroffensive, citing the extensive mining of one-third of the country’s territory as a significant obstacle to a full-frontal attack.

Speaking at New York University Law School, he criticized the UN Security Council as “completely useless” in recent years due to divisions and advocated for reforms to revitalize multilateralism.

Italy’s far-right Prime Minister, Giorgia Meloni, recently voiced her refusal to allow Italy to become “Europe’s refugee camp” after 11,000 people arrived on the island of Lampedusa within days.

Borrell acknowledged the rise of nationalism in Europe but attributed it more to migration concerns than Euroscepticism. He highlighted that migration presented a more substantial rift for the European Union than Brexit.

Despite having a common external border, European countries have thus far been unable to establish a cohesive migration policy, largely due to profound cultural and political differences within the EU.

Borrell stressed the paradox that Europe, with its low demographic growth, requires migrants for its labor force. However, differences persist among EU members, with some advocating against mixing and accepting migrants while others, like Spain, have a history of welcoming them.

Borrell contended that the war in Ukraine had not directly fueled the ongoing migration disputes. He attributed the increasing migration pressures to conflicts such as the Syrian and Libyan wars and military coups in the Sahel region.

He mentioned the challenge of cooperation with certain African countries due to the presence of military regimes and described the Wagner Group, a Russian mercenary outfit, as “the praetorian guard of the African dictators.”

When asked if Russia might exploit migration issues, Borrell stated that “Putin will try everything,” emphasizing the importance of explaining and defending democracy’s strengths against such efforts.

However, he acknowledged the complexity of curbing migration through agreements with countries like Tunisia, noting the diplomat’s duty to balance European values with European interests.

Borrell, a target for personal criticism from Russia’s foreign minister, Sergei Lavrov, highlighted the EU’s role in persuading its member states to supply arms to Ukraine during the Russian invasion. He described this as the proudest moment of his career.

Predicting a new world order emerging from the Ukraine conflict, he identified three driving forces: Ukraine’s struggle, competition between China and the US, and the rise of the global south. He advocated for preventing an alliance between China, Russia, and parts of the global south.

Borrell underlined the need for Europe to adapt to its changing role in the world, with China, India, and the US set to become $50 trillion economies in 20 years, while the EU’s economy will be around $30 trillion. He emphasized the importance of unity among Europeans to navigate this evolving landscape effectively.
