The ruling by the Conseil d’Etat highlights that despite concerted efforts, nitrogen dioxide levels persist above European thresholds. The fines, totaling €10 million, are divided into two components, corresponding to the latter half of 2022 and the first half of 2023. Notably, this penalty, though substantial, is a reduction from its original quantum, acknowledging advancements in air quality within certain regions.
