New Delhi, In a historic move, the Lok Sabha has given its resounding approval to the Jammu and Kashmir Local Bodies Laws (Amendment) Bill-2024, ushering in a new era of inclusivity by providing reservations for Other Backward Classes (OBCs) in local bodies in the region. The bill, a significant step following the abrogation of Article 370 in 2019, addresses the absence of OBC seat reservations in panchayats and municipalities in Jammu and Kashmir.
Union Minister of State for Home, Nityanand Rai, lauded the transformative changes witnessed in the Union territory post the abrogation of Article 370. He emphasized the positive impact of developmental initiatives led by Prime Minister Narendra Modi, stating that the residents of Jammu and Kashmir are now reaping the fruits of progress.
The bill aims to align local body laws in Jammu and Kashmir with constitutional provisions, paving the way for OBC reservations in these crucial grassroots institutions. Notably, there is currently no provision for OBC seat reservations in the region’s panchayats and municipalities.
During the parliamentary debate, opposition members stressed the urgency of holding assembly elections in Jammu and Kashmir. Hasnain Masoodi of the National Conference called for swift polls, referencing the Supreme Court’s directive to the Election Commission to conduct elections by September this year.
While the opposition sought a clear timeline for the elections, Minister of State for Home Ajay Misra highlighted that local bodies’ elections were successfully conducted in the erstwhile state. The debate also delved into broader discussions on the political landscape of Jammu and Kashmir post the abrogation of Article 370.
Jugal Kishore Sharma, a BJP member from Jammu and Kashmir, expressed confidence that the bill would usher in justice for OBCs. Members from various parties actively contributed to the constructive dialogue on the legislation, recognizing its importance in promoting inclusivity and representation.
This legislative development is anticipated to bring about a positive shift in the political and social dynamics of Jammu and Kashmir, marking a pivotal moment in the region’s journey towards greater democratic participation and equitable representation.
