Manufacturing, tourism circuits to IT: Govt’s roadmap for $1-trillion economy goal by 2027

In a strategic move towards economic growth, the Uttar Pradesh government has unveiled a comprehensive roadmap aimed at achieving a monumental $1-trillion economy by 2027. This ambitious plan centers on bolstering the secondary sector, primarily revolving around manufacturing, the development of tourism circuits, and substantial investments in burgeoning business clusters. Key officials, well-versed in this developmental strategy, have disclosed that the state’s policy formulation and future planning will closely adhere to this roadmap, subject to periodic review and vigilant oversight by Chief Minister Yogi Adityanath.

This comprehensive vision hinges on four core focus sectors: manufacturing, agriculture, tourism, information technology (IT), and IT-enabled services (ITeS). Additionally, five enabling sectors, including education, skill and labor development, energy, urban development, infrastructure, and health, have been meticulously identified as pivotal components in propelling the state’s contribution to the nation’s gross domestic product (GDP) to new heights by 2027.

The strategic plan further encompasses the establishment of new townships, promoting investments in green energy through solar parks, and fostering investments in IT, artificial intelligence (AI), and aerospace. The government’s vision extends to strengthening green energy transmission corridors, fostering educational townships to leverage existing educational institutions, and offering incentives like land banks or ‘raw material banks’ to enhance the state’s potential to become India’s “food basket,” particularly in the dairy sector.

Moreover, the state, known for housing the largest number of micro, small, and medium enterprises (MSMEs) in the country, intends to provide market-driven, technological, and infrastructural support to this sector. This includes a focus on ‘one-district, one-product’ stores and the promotion of goods through e-commerce platforms, alongside stimulating exports.

In the pursuit of economic transformation, the state also plans to develop specialized IT, ITeS, and AI zones in cities like Gautambuddha Nagar, Lucknow, Kanpur, Varanasi, and Prayagraj. The roadmap does not overlook the significance of religious tourism, with the construction and development of the Ram Temple, Kashi Vishwanath Corridor, and other religious sites taking center stage.

To bolster the tourism sector, the government aims to establish Ramayana, Mahabharata, Sufi, and Buddhism circuits, with an emphasis on “wellness tourism.” In the agriculture and allied sectors, support for farming technologies, the establishment of dairy farmer producer organizations (FPOs), and sustainable models for cow shelters and poultry clusters are in the pipeline.

Energy-wise, the plan includes enhancing green energy transmission corridors and providing land banks for solar cities, particularly in land-abundant regions like Bundelkhand. In urban infrastructure, new townships, waste management systems, and waste compost facilities are envisioned for major cities.

The government’s forward-thinking approach leverages existing infrastructure and economic conditions, resulting in the identification of nine economic clusters across the state. While four of these clusters are situated in western UP, encompassing Gautambuddha Nagar, Bulandshahr, Ghaziabad, Hapur, Meerut, Agra, Aligarh, Mathura, Moradabad, and Bareilly, the remaining five are spread across Lucknow, Kanpur, Unnao, Hardoi, Gorakhpur, Kushinagar, Varanasi, Mirzapur, Jhansi, Chitrakoot, and Prayagraj.

In a historic endeavor, Uttar Pradesh charts an extraordinary path toward economic prosperity, setting the stage for transformative growth in the coming years.
