In a significant development, Prime Minister Narendra Modi is set to chair the first meeting aimed at appointing a new Election Commissioner. This move comes as the term of the current Election Commissioner, Anup Chandra Pandey, is scheduled to conclude on February 15. The meeting, to be held under the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023, is expected to play a pivotal role in shaping the future leadership of the Election Commission of India.

The selection committee for this crucial appointment comprises Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Adhir Ranjan Chowdhury, the Leader of the Congress in the Lok Sabha. It is anticipated that the meeting will take place at the Prime Minister’s residence.

This appointment marks a departure from the historical process where the Chief Election Commissioner, Election Commissioners, and all members of the Election Commission of India were appointed by the President of India on the advice of the government. Under the provisions of the new Act, the selection committee, consisting of the Prime Minister, a Union Minister nominated by him, and the Leader of the Opposition or the leader of the single largest opposition party in the Lok Sabha, will recommend a candidate to the President.

The selection process involves two committees: a three-member selection committee headed by the Prime Minister and a three-member search committee led by the Law Minister and two secretary-level officers. The search committee recommends five names to the selection committee, which has the authority to choose commissioners from outside the list.

Government sources have indicated that law minister Arjun Ram Meghwal and Congress’s floor leader in the Lok Sabha, Adhir Ranjan Chowdhury, are expected to attend the meeting. The appointment process is unfolding against the backdrop of the Election Commission of India’s preparations for the upcoming 2024 Lok Sabha elections.

This development underscores the significance of the new legislative framework in shaping the leadership of key constitutional bodies, emphasizing transparency and a collaborative decision-making process.
