MOHALI: In response to the persistent issue of noise pollution, Mohali Deputy Commissioner Aashika Jain has formed a 13-member high-level committee, following a July 2019 directive from the Punjab and Haryana High Court. The committee, chaired by ADC (General), includes key officials like SSP, SP Rural, and representatives from various departments.
Regulatory Measures:
– No loudspeakers without written permission, even in religious places during the day.
– Restrictions on loudspeaker use from 10 pm to 6 am, except in specified venues.
– Exemptions during cultural or religious events for a limited time.
– Strict adherence to ambient noise standards.
Enforcement Strategies:
– Local-level teams to monitor compliance in public and private spaces.
– Police to regulate noise during early morning hours.
– Monthly review meetings by the DC to assess noise control efforts.
– Monitoring and issuance of loudspeaker permissions by the Punjab Pollution Control Board.
– Penalties under the Noise Pollution (Regulation and Control) Rules, 2000 for violations.
Additional Measures:
– Prohibitory orders under Section 144 of the CrPC, particularly during examinations.
– Strict checks on sound-emitting construction equipment and motorcycles with pressure horns.
– Police vigilance to prevent honking in designated silence zones and residential areas during specific hours.
