In a startling turn of events, the Chief of Muffasil Police Station in Nawada finds himself embroiled in a controversy over allegations of protecting a former branch manager of Punjab National Bank. The unfolding narrative sheds light on a web of defiance against orders from higher authorities, accusations of harassment, and a growing public demand for justice.
The genesis of this saga lies in the Prime Minister’s Employment Generation Scheme (PMEGP), where Pooja Kumari, a female entrepreneur from Nawada district, has been grappling with issues for the past two years. Ms. Kumari submitted a written complaint, accompanied by evidence, against Uttam Kumar, the former branch manager of Punjab National Bank. She directed her complaint to Honorable Prime Minister Narendra Modi, Honorable Chief Minister of Bihar Nitish Kumar, and various relevant officials and ministries. Following confirmation, a directive was issued for further action through multiple channels.
As the matter was within the jurisdiction of Nawada district, it came under the purview of the local authorities for investigation. Anil Kumar, Additional Secretary at the Ministry of Micro, Small and Enterprise, Government of India, issued an order through letter number PMEGP/Com/1/2022, dated August 25, 2022, instructing the Chief of Muffasil Police Station to conduct an investigation. Regrettably, the Chief of Muffasil Police Station reportedly conducted the inquiry haphazardly and forwarded a questionable report. Frustrated by the lack of justice, Ms. Kumari filed a complaint with the National Human Rights Commission, prompting the Commission to take action.
The Deputy Inspector General of Police (Human Rights)-cum-Public Information Officer in Bihar initiated an investigation based on the Commission’s report. This officer requested information from the Chief of Muffasil Police Station, who, in turn, allegedly flouted the order by failing to provide the requested information within the stipulated time frame. Furthermore, it is claimed that the Chief of Muffasil Police Station threatened Inspector Kumar Rajesh, who was involved in the case.
Fearing for her safety, Ms. Kumari, along with her husband, visited the police station to discuss the matter with the Chief of Muffasil Police Station, recording their conversation as evidence. Subsequently, they reported the incident to the Inspector General of Police, Magadh Range, Gaya, who directed them to submit a written complaint.
On August 28, 2023, Ms. Kumari informed the Inspector General of Police, Magadh Range, Gaya, via email about the alleged threats from the Chief of Muffasil Police Station. She also shared the recorded conversation with the President of India, the Prime Minister of India, the Chief Minister of Bihar, and concerned ministries and officials. The situation has escalated significantly, with local public representatives rallying to support the aggrieved women and demand justice.
Despite ongoing investigations, it appears that the alleged wrongdoer remains undeterred. Presently, there is an application for the Chief Minister’s Entrepreneurship Scheme, with a deadline of September 30. Applicants seeking information at the District Industries Center, Nawada, have claimed that they are being coerced and told that they must comply with certain demands to secure loans. They have reported that their previous complaints have yielded no results, with officers suggesting that all complaints eventually reach them for investigation, effectively disqualifying the complainants from loan schemes.
Many harassed women have come forward with similar accounts, alleging that officials at the District Industries Center have showcased their complaint letters to acquaintances, creating a culture of fear and silence. While the Nawada District Magistrate’s Office is aware of these incidents, it appears that officials have been slow to address them.
Ms. Kumari submitted a Right to Information (RTI) request to both the District Magistrate, Nawada, and the Deputy Development Commissioner, Nawada, receiving incomplete responses from the Deputy Development Commissioner’s Office. These responses were then forwarded to the District Magistrate’s Office and the District Industries Office, Nawada, despite the applicant’s contention that the information sought pertained to the District Magistrate’s Office. In response, Ms. Kumari has filed a first appeal.
Amid these allegations, it is becoming increasingly evident that the PMEGP and Chief Minister’s Entrepreneurship Scheme have attracted widespread attention from various officials, leading to concerns of misuse. This collective action by officials has raised suspicions about an organized effort to suppress the matter.
However, hundreds of aggrieved women are determined to bring their grievances to light and demand justice. They have found support from prominent local public representatives, and their collective efforts are poised to unveil the truth behind these allegations.
